Yecenia Vargas

Yecenia Vargas is an associate in Burke’s Orange County office where she is a member of Burke’s Public Law and Labor & Employment practice groups. Yecenia has served as the Assistant City Attorney for the cities of Perris and Cypress, and Assistant General Counsel for Palmdale Water District and San Luis Rey Municipal Water District. Yecenia assists the firm with a broad range of legal matters, focusing her practice on land use and zoning, code enforcement, contracts, environmental law, and labor & employment (including issues under the Family and Medical Leave Act, California Family Rights Act, California Fair Employment and Housing Act, and Americans with Disabilities Act). She also advises clients on various matters relating to open government and ethics including the Brown Act, the Public Records Act, and the Political Reform Act, and has provided AB 1234 training to public officials. Yecenia’s experience also includes advising and representing employers as to their meet and confer obligations under the MMBA including serving as a lead negotiator during collective bargaining with their employee groups.

During law school, Yecenia competed as a member of Chapman’s Alternate Dispute Resolution Team, served as Treasurer of the Chapman Women Lawyers Association, and served as a mentor in the First Generation Scholars Program. She received the CALI Excellence Award in both Trial Practice and Practice Foundation Transactions and received the Chapman Law Excellence Award in Client Counseling and Negotiations.
