Lona N. Laymon

Lona Laymon is a partner with the Firm, experienced in the representation of local public agencies. She currently serves as Assistant City Attorney for Morro Bay. Lona’s practice emphasizes economic development, solid waste contracts and services, land use and environmental, wireless telecommunications, jurisdictional tax sharing agreements, affordable and market-rate housing developments, mining (SMARA), and mixed-use and commercial projects. Her transactional experience includes assisting public agencies with general plans, zoning codes, public parks, subdivisions, telecommunications projects, and complex real property acquisitions and conveyances. She regularly assists her municipal clients with the Political Reform Act (conflicts of interest), Brown Act (public meeting laws), Public Records Act, elections laws, solid waste management, revenue and tax measures, and Propositions 218 and 26.

Lona has substantial litigation experience. Her litigation, administrative hearing, and appellate practices span the areas of CEQA, eminent domain, land use and zoning law, First Amendment jurisprudence, elections laws, commercial development disputes, breach of contract, quiet title, and redevelopment dissolution issues.

Lona’s experience spans years of both general and special counsel work for public entities across California ranging from Northern California, Central Valleys, high desert areas, and Southern California metropolitan regions.

  • High level expertise in solid waste regulations and contracts. Drafting and implementation of numerous ordinances and agreements for municipal compliance with latest State mandates related to solid waste, recycling and organics recovery. Represent several cities in solid waste matters, including negotiating and drafting contracts for waste hauling franchises, development and planning of solid waste facilities, guidance upon waste hauler bidding and RFP processes, rates and rate studies, and litigation relating to such issues.
  • City-favorable settlement of complex solid waste litigation relating to city’s transition of franchised services.
  • City Attorney to Town of Yucca Valley 2010 through 2018.
  • Current Assistant City Attorney to City of Morro Bay.
  • City-favorable settlements for various municipalities on complex litigation and writs relating to CEQA, some of which involved suit against Caltrans and other State or County agencies.
  • Negotiation and drafting of development agreements (DAs) and disposition and development agreements (DDAs) for commercial and mixed use projects of various sizes, including without limitation implementation of complex “aerospace theme park and space-camp” project, and various “materials recovery facilities (MRFs)” for solid waste processing.
