Karl H. Berger

Karl Berger is the City Attorney for the City of Bellflower, the City Attorney for the City of Monterey Park, General Counsel for the Carpinteria Sanitary District; and Special Counsel for the Conejo Recreation and Park District. Additionally, Karl is the Senior Assistant City Attorney for Simi Valley and Assistant City Attorney for the City of Santa Clarita.

Karl previously served as the City Attorney for Santa Paula, Interim City Attorney for Atascadero, Acting City Attorney for the City of Port Hueneme, Deputy City Attorney for the City of Port Hueneme, Assistant City Attorney for the cities of El Segundo and Camarillo, Assistant City Attorney for the City of San Buenaventura, and research attorney for the City of El Cajon. He previously served as General Counsel for the Montecito Sanitary District and Lamont Public Utility District.

In addition to these appointed public official positions, Karl provides special counsel services to dozens of public agencies.

Karl is knowledgeable in a wide range of public law areas, including conflicts of interest, open meeting laws, public works contracts, redevelopment and successor agencies, personnel matters, all aspects of land use and planning laws, and CEQA.

Karl previously served on the CalCities Legal Advocacy Executive Committee and the Housing, Community & Economic Development Policy Committee. Karl is also a contributing author for the Municipal Law Handbook (CalCities) and author for the Charter City Project (Institute for Local Government).
