Denise Bazzano to Address City Council Hate Speech Issues at Cal Cities 2024 City Clerks New Law and Elections Seminar

Burke Public Law partner Denise S. Bazzano will co-present ‘Hate Speech in the Council Chambers: The 1st Amendment vs. The Freedom of Civility’ as a panel member on Thursday, December 12 from 1:30 to 3:00 pm at the League of California Cities 2024 City Clerks New Law and Elections Seminar.  Zoom bombings, in-person antisemitism, and hate speech have disrupted city council meetings throughout California.  Please join a panel of council members, a city manager, and a city attorney who have experienced and navigated through such meeting disruptions.  This panel will address the types of speech that must be allowed under Freedom of Speech and the Brown Act, as well as offer recommendations on allowable practices for conducting city business in the midst of disruptive speech activity during city council meetings. Other panel members will include Tygarjas Bigstyck, Councilmember, City of Pacifica (moderator); Bill Ayub, City Manager, City of Ventura; and Kevin Wilk, Councilmember, City of Walnut Creek.
